About EQE Health

EQE - Effectiveness, Quality and Economy.

EQE Health was started by Steve Callaghan in January 2012 and has rapidly become a successful and recognised organisation for providing specialist advice on outcomes, quality and value in healthcare and healthcare commissioning.  

Steve founded EQE Health Ltd. against a back drop of major structural and financial changes in the NHS. However, despite these changes and future challenges, the fundamental principles of commissioning and providing healthcare remain the same – that is, as a minimum standard we should be achieving and delivering outcomes, quality care for patients and providing value for money for the NHS and other investors in health.

Steve has spent almost 30 years in the NHS as a clinical healthcare commissioner, nurse, nurse teacher and practice educator.  Steve has an extensive publication and presentation record in nursing, commissioning and health outcomes and has been reviewing articles and books for the Nursing Standard Journal since 2000.  He continues to teach and examine at universities across Cheshire and Merseyside.  He is an independent advanced nurse practitioner.

Steve possesses a professional, organised, responsible, analytical and enthusiastic approach to outcomes, commissioning, nursing, teaching and mentoring.  He has a proven ability to view clinical commissioning critically and develop new concepts.

Steve continues to provide strategic influence and guidance locally, regionally and nationally on health outcomes and care pathway development.  He is recognised for the quality of his work on outcome-based commissioning by various organisations including the Department of Health and the National Institute for Health and Clinical Excellence (NICE).  

Steve has won two national nursing awards, three awards for commissioning and service re-design and one award for outcome-based commissioning.  In September 2012 he completed a national programme of work as an independent consultant supporting the Department of Health to implement the COPD and Asthma Outcomes Strategy.

Steve has developed a system for commissioning for outcomes and with colleagues at Liverpool PCT (in particular Gina Perigo) developed and refined these further through a review of the outcomes literature and external consultation.  He coined the phrase 'the anatomy of an outcome' and this led to the development of a new definition of 'health outcomes' by Steve and Gina which has been widely adopted.

Steve uses the principles of the Nursing and Midwifery Council as a professional framework to conduct business (i.e. promoting care that puts patients’ at the centre of treatment and care).  He also uses national policy, NICE guidance, evidence from research and, for example, clinical guidance from Royal Colleges etc. to contextualise the requirements for commissioners’ and providers’ of healthcare.  Steve also uses the same independent professional approach when working with the pharmaceutical industry, third sector and private sector organisations.
